Noise Compatibility Program (NCP)
The Noise Compatibility Program (NCP) is the second part of the FAA’s Part 150 process. It recommends strategies to reduce aircraft noise impacts and guide long-term land-use planning around BTV. These strategies may include residential sound insulation, land-use controls such as zoning, or other community-based measures.
The most recent NCP update was developed after local municipalities expressed interest in ending the voluntary acquisition program and moving toward other forms of mitigation. As part of the update, different options were evaluated against FAA funding eligibility and four required factors:
- Technical Feasibility
- Impact to Residents
- Cost
- Schedule
